Prior to each recommendation, a purchasing strategy is developed that forms the basis for decisions on whether a procurement should be carried out or whether coordination should take place in another way, such as negotiation. If a procurement is to be carried out, a procurement strategy is developed. This strategy forms the basis for decisions on whether a joint procurement should take place and how that agreement should be concluded. In other forms of collaboration for procurement, these conditions can also be formulated in a separate strategy.
